PayPal Debit Card Multiple Declines - Known Issue

I've had an ongoing issue since the last week of February of being declined with this card I have relied on for over 3 years! When calling PayPal at those times, I was told it was because I had multiple transactions pending when the top was 12 and I knew then that couldn't be it since I've had over 20 transactions out there at a time. Each day I called back and the transaction counts lowered but the decline with my card kept happening. Finally, this past Wednesday I tried to get gas at the pump and again a decline. When I called PayPal this time I was finally told there is an ongoing known problem with select card users that isn't affecting everyone across the board. This is very inconvenient as I ONLY use this card due to its protection and cash back value.
I'm wondering just how many people this has affected and if anyone has had a resolution and able to begin reusing their card yet.

I have been having the exact same problem since the end of February. I called today and was AGAIN told to wait and let some pending transactions drop off and try again in 24 to 48 hours! I have a primary and secondary debit card...one has three pending transactions the other has four. We have used these cards for years without a problem and now this. Please let me know if there is any resolution to this issue.

I posted about this on another forum, I've been havning the exact same problem. I have used this card for over two years with no problem using my backup funding, but for the past three weeks I have only been able to use it a handful of times. I looked back over my Paypal history, and there were many days where I had over eight transactions per day, and now I'm not allowed more than two per week! When I first called I was told the same as you, that I needed to let some transactions complete. That sounded reasonable since it was a holiday weekend, so banks were a day behind on sending Paypal their money, and at the time I probably had over 15 transactions pending. But now I've hardly used the card, I have two transactions pending and the total is under $125, yet I haven't been able to use the card for almost five days. No one has given me a straight answer; in fact the last Paypal rep I spoke with told me that I had over $2500 in pending transactions - which isn't possible for so many reasons, the main one being that I haven't been allowed to use the card so there's no way I have that much in outstanding transactions! She finally admitted that there is a glitch that shows $2500 in transactions and that they are working on it. But that was over a week ago and I still can't use the card.
I've called so many times and never get an answer or explanation, but if anyone does I hope you post it here.

I'm so frustrated with this issue, my debit card just was declined for a $14 purchase even though I have $1000 in backup funding available. I cannot get a straight answer from PayPal as to why this is happening or when/if it will ever be fixed. If you don't want people to use backup funding at least be honest and say so!

Same problem. Here is email I got from PayPal:
Thank you for contacting PayPal Customer Support. My name is Chris and I am sorry we lost connection. The denied transactions on the Debit cards are part of a known issue our technicians are working on. The only solution currently is to have you add funds to the online balance and use the cards to access the funds from there until the technicians have corrected the error with the backup payment source.
So, I added funds to my PayPal account. Guess what? My PayPal card STILL declined and there was ample money for the transaction. I have no idea what is going on, but I have DOZENS of bills set up on auto pay with this card. I am in a bad situation if they don't get this resolved soon!!!

I'm to the point where I'm ready to complain to the Federal Reserve on this issue. If you put PP funds in your account, and they are not available via the PP debit card, that is probably a violation of the rules at the Federal Reserve.
We had two cards, this issue began three months ago. Cancelled both cards a month ago, and asked for only one new one. Got the card three weeks ago. Activated it tonight. The first transaction approved, the second, within 20 minutes, was declined. The receipt stated "debit not available".
Obviously PayPal can not manage other people's money or do valid and reputable transactions with banks. They instead blame the banks for their problems.

Yup Me too.... abd also since the end of Febuary and I too use this card for almost every thing, I am now affraid to use this card except online (which 9 out of 10 times) it doesn't work. Did they say when this issue was getting fixed?

I am also having the same problem. I was traveling and when i got to the hotel my card was declined. Since this is the only card i have i was stuck. customer service tried to override the decline but it didnt work. I plan on closing my account with paypal since it has ruined the last few weeks for me.

I had this problem twice last July and I haven't used the card since. It was very embarrassing and very frustrating. I'd been using the card for years before that, but I hadn't used it for the couple of months leading up to the declining. I pretty much just gave up on PayPal. But now I want to buy some things off of Ebay, and I need PayPal. Does anyone know if I have to use my actual PayPal debit card for Ebay, or if I just give them my PayPal email address?
