I already made my monthly payment for this month, and I still haven't received my line of credit again, I'm not sure as to why as I'm always on time and never pay the minimum I always make sure to pay off at least half of what I've spent. But how come for this month I haven't been renewed for my line of credit? Do I have to pay off everything or is there something else?

PayPal evalautes your credit options every time you make a purchase. There will be review of your creditworthiness and any potential secuity isses, you past purchases and payments, and types of purchases.
Good credit rating, sufficient income, avaialble balances on other credit cards, avaiable bank balances are likely to be some of the factors considered.
