The most irritating part of this entire issue is the total lack of response by Paypal. You'd think they'd have a message on their website, or have a response in the forum, but nope...you access their site and it doesn't have ANYTHING about this. It literally takes 30 seconds to add some texts, or a banner up top, to a website.

Paypal-prepaid is run by Netspend Corporation and has a BBB link at the bottom of their page: http://www.bbb.org/central-texas/business-reviews/prepaid-debit-credit-cards/netspend-corporation-in...

There is detailed information about complaints, filings and government actions against NetSpend.  I can't tell anyone what to do here, but maybe a few hundred more complaints will get the ball rolling?  Squeaky wheel gets the grease.

I emailed them last night and received the same response as the previous poster and I called them again last night and another CSR that has been kept purposefully clueless was there to take the abuse of everyone who called to complain about her corporate masters.  Poor kid.

The only thing I can see of what happened is that they wanted to do an upgrade and if they warned everyone about it that everyone would not use the service or have a run on withdrawls pre-shutdown thus excluding them from the interest on OUR money.  That being said, with our money being locked away in paypal for a few days, it PAYS FOR the upgrade they just did off our backs.  A zero sum plan, and depending on how it goes, they may even stand to make a few bucks off of it.  Perhaps a call to your Congressmen, especially if they have a seat on a Finance Committee will get these corporate giants to understand that there is a cost of doing business by taking advantage of their customers good will.

I think the very least they could do would be to let the customer service reps transfer our money onto the card somehow without breaching our security. I asked yesterday if they could do that and was told no that we had to login ourselves and do it. Well how is that possible if the site is down. I have a whole weeks pay that I need to desperately get out of there and don't want to wait for the 4 day bank transfer because as soon as I transfer they'll probably have it up and going (this has happened before) As far as the May 21st thing it IS for foreign countries and doesn't apply to the USA. I hope Paypal gets their act together and puts a fix to this soon, it's very frustrating and unfair for those who pay $5 a month to not get the services they pay for!!

Personally I think everyone should head over to there Facebook page and start leaving comments there also.  This is totally unacceptable.

I Just got off the phone with prepaid customer service for about the six time in two days  They now say per the IT department the earliest the problem will be fixed is by Monday.  According to the customer service rep that was from an email from the IT department.  That was a more promising response then the last five, but I am still frustrated at the total lack of communication.

I had also emailed prepaid yesterday and received a response from Megan a Customer Care Specialist.  She provided me with "ticket" numbers and told me to file a report with PayPal.  Called PayPal and found they were not even aware of the problem.  So I would start contacting PayPal and filing reports from them.

Just wanted to pass along this update I got last night. I have called and emailed everyone I could. As directed I called PayPal(not prepaid paypal) an of course the CSR had no clue as to what was going on. He thanked me for letting him know, and that he would be documenting my call as well as any others he got after that. He said he did not no what the problem was, but 3 days of not being able to log in was absurd. Also some else on here said the had a random hold of $1 yesterday. I did as well, and it went away. The PayPal CSR said that the were possibly testing the transfer system.  Below is my email from PayPal prepaid.
