I most recently added another VISA ELECTRON card to my account, and I wanted to withdraw funds to that card but it turns out that PayPal has some errors and faults.
When I click on withdraw, and select the method to withdraw to my card, I select the funds I want to withdraw and click continue.
I only get an error saying "You cannot complete this transaction at this time"
Note!
My card is active and my account is verified.
Guys I would appreciate your help or the help of the staff of PayPal since I really need the money on my account.
I need an explanation why is this happening and tips how this can be solved.
I hope you guys can help me.

Hey guys,
I wrote to customer support using the HELP link on the Paypal website...
Click HELP in the upper right corner > In the HELP TOPICS list choose My Money > Withdraw money from my account.
Then choose Why did the withdrawal to my bank account fail?
then you go and write the message explaining the situation.
I got the response after 3 hours roughly.
As I wrote before, they did some kind of a manual update to my profile and it started working...

No bank statement needed...it is enough to see that paypal did a $1.00 test with your bank as soon as you add the visa card to your profile...so, the problem is not between the bank and Paypal...the lady from customer support told me that the system is automated and that it should verify your profile once you initiate the first withdrawal.
As I wrote earlier, they did some kind of a manual update to my profile and it became active.
I sent them a question if it is going to happen everytime a initiate a withdrawal request in the future...still waiting for the answer.
Will update as soon as I get their answer...

I have same problem... I send them couple of email but the ony anser is from automatic mail... there is no explanation about our problems...

The problem was 5 days. Solved! Write PayPal on Facebook, after 2-3 days, your account will view. The problem will be removed!
