Why is it that I have to wait to withdraw the money from some payers?

How come the people that pay me with 0 feedback on ebay I have to wait to withdraw the money, but the good payers that have 100+ transactions on ebay I can withdraw it immediatly? I have 100% positive feedback but I have to wait. This is why I am so leary about even selling to new ebayers. It always feels like they just made a new accout to try to scam me out of merchandise. Anyone else have this same problem?
