i get this message, i have enough funds in my account and i want to send it to my frnd

Also my paypal account is uk account and i am currenlty in india for a few months is that the reason i am getting this issue
, its not verified but i am sending money within the limits.

Also having this problem. It's a shame that PayPal is supposed to be accepted everywhere and process credit cards, but they will not process 99.9% of my transactions right now because of this "security issue".

It happen to me also, but I change my browser using kapersky safe money browser and it works.

You can try this solution it woked with me make no adresse needed  in your shipping adress

I got the same error few days ago, trying to send money to a family member. After all the stuff, like: cleaning cashe, cookies etc. all with zero rezult I have got another idea... I used the PayPay app on iPhone and everything passed at once. 

So you can try using the mobile app instead of desktop one, maybe will work 🙂

I had this message too!
Eveytime I tried to buy something! 

I just downloaded the app and sended the money back to my bank.

I still can't buy anything with my paypal account, but now I at least have my money back!

Also having this problem right now, account is varified, can't buy anything and not seeing a limitation on my account that would cause problems with buying stuff.
