The PayPal page to print shipping label doesn't address using cardboad tubes for shipping posters of photos. I'm looking at small tube sent to me by USPS. It is printed First Class Shipping. However, the amount charged to the buyer by PayPal appears to be $7.50 for Flat Rate Priority Mail. I understand that only the USPS designed boxes can be used for Flat Rate. I'm lost on where to go from here. (I'm shipping from Laguna Niguel, CA to Warren, Michigan.

If the label specified First Class then it can't be Priority.
Why do you think it is priority mail?
What are the dimensions of the tube?
What was the weight?
With that various options can be calculated with USPS.com or PayPal shipping for discounts.
There was a time when USPS.com provided Priority triangle tubes. I've used them, even added 2 to make a long "tube". It was strickly weight based on dimensions, but the triangel tubes were free.

triangular tubes come in two sizes now, width is the same, but one is longer.
if you print shipping label and said tube,it could assume you are using USPS priority tube, you can cancel the lable and try again and go to post office, going from CA to Michigan would not be cheap
