Risky? Buyer wants a refund so he can pay with his CC

Hello,
I have a buyer of an expensive item. The item was shipped out last night and this morning he has contacted PayPal requesting that I refund his money then send an invoice for the amount so he can pay with his credit card. The buyer has not contact me but only PayPal. I recieved an email from PayPal customer service informing me of this and letting me know the buyer does want the item but simply made a mistake during check out.
PayPal customer service suggested that I let him pay with CC first, then refund him. Doesn't this put me into a risky position? Can't the buyer now claim the item wasn't recieved since there's no proof for that transaction through Ebay? I'm at a loss as to why PayPal would suggest this. Once the transaction is done with his CC, I'm out of luck if he files a claim.
