Refund money is currently on hold. How to approve and give refund after I have received item back?

A customer has opened a case to get an item returned to them. The money was placed on hold by paypal. I have now received the item back and i am happy for the refund to go ahead but I cant seem to figure out how to do so. I have gone into the case but cant see any option to say that I have received it or to send another message to the buyer. My account is currently limited upon uploading ID details, could this have something to do with it?

When they limit your account, this also limits any account functions until resolved - I believe your thought is correct.
