Every time someone tries to send me money they get a prompt saying that I cant recieve money at this time

if your account is US based,your local currency is US $.

IS YOUR Account restricted,some restricted account cannot receive money,but can send money,some cannot do either.

are you blocking foreign currency?

Log on to your PayPal account and see if there are any messages about restrictions.
