I was told that my pending balance would be available 3 days after delivery was confirmed. How do I make sure it was. Do I provide proof? I put in the tracking number for USPS.

If you already uploaded tracking info, the system can confirm delivery and your payment should be available 3days after they confirm. Note that sometimes delivery information take can a little longer to update causing a delay. If you find that shipment was delivered and already customer marked item received and it is taking longer to release. Just send them an email through the contact page. If CS respond with an automated message that is unrelated, just reply to it with your specific issue and an agent will respond with a customized message. May take a couple of days to process the request.

@JathertonArt, FYI, for disputes, you are not covered by seller protection for transactions delivered in person.
If it its just for releasing funds from Pending balance, just mark the transaction as processed, completed, shipped, etc, by going to the transaction's detail page (classic view), scroll to the bottom where it says "add tracking". You can select from the drop down menu the most appropriate reason if you do not have tracking number. It will take 7 days w/o tracking # as opposed to having tracking # added (3 days) to release funds.

if it is delivered in person,you have no way of proving the buyer has received the item,you should ask for cash upon delivery,not Paypal
OR WHAT some sellers do is to ship a thank you note with tracking afterwards,so now you have tracking number to prove.it is not 100% proof.
