Paypal will not let me send money

I have been trying to send money ($200) to a young man. It will not go through!!! The message says to "call Paypal" and I have called the resolution center MULTIPLE times and they say that it is not a Paypal problem.  I then ask "OK, then what is the problem?"  "We don't know but it's not Paypal's problem" when infact, the error message says to call them.  I have gotten the run around on this issue many times.  The I called again and that time the person said to have the young man send me an invoice.  So he sent me an invoice which shows up on my account, but when I go to pay it it will not go through.  The last time I called (as instructed by the message) I was told again that it wasn't Paypal's problem, but that I would have to use another means to pay him i.e. Western Union.  ARE YOU KIDDING ME!!!!!!!!!! I asked to talk to a supervisor and after being on hold for 44 minutes, I was hung up on.  That is how they get rid of customers that they don't want to talk to - hang up on them.  There seems to be SOME kind of a problem with PayPal.  Trust me if there was an easier way to do this I would-  too bad nobody at PayPal really cares!!!!!!!

if Paypal would not let you conduct certain transactions,there must be reasons why.

It has security software monitoring activities for terrorism,money laundering,lack of proof or identification,country/banking restrictions,complaints,lack of fund?etc tec

it could alos be the destination country and currency,PAPYAL does not deeal with every country and every currency.

This is a member to member forum,you need t o say more about your case,it sounds like it canot be done via Paypal,so go to western union,money gram,bank or post office

Then why won't PayPal tell me right up front what the problem is.  The techs are stumped and they say that there is really no reason and then at the end of the conversation they say it's not their problem.  All I want is an answer!
