Payment still pending, even though product shipped and I sent proof of postage

A buyer recently tried to pay me for a laptop that I already shipped and sent proof of postage to PayPal, and my money still isn't available to me! I'm furious with PayPal, because I sent them both the tracking number to the package, and emailed them a picture of the postage receipt. My money continues to say "Pending"... What should I do, any suggestions?

If its an Ebay sale its normally released when tracking shows delivery of the item to the buyer + 3 days.

If it was Paypals hold for non-Ebay transactions then normally its when tracking shows delivery of the item to the buyer + 7 days.

However it can be longer for other reasons.
