Payment refund

If I pay for something and it turns out to be a scam. Do I get a refund? At this point I have a payment request. I’m buying air miles to fly and it’s all done electronically

Seems very high risk as you are buying virtual item.  PayPal won't help you when make bad buyer judgment; there is no protection for that.
