Payment not being deducted from Available Balance

I just bought a mouse from Corsair, when I look on my PayPal account it shows that the transaction is completed, but my available balance didn't change. I waited a few days and still my available balance didn't change. I am using my PayPal balance and not my credit card. I just want to know if the transaction went through and will I recieve my item, and is it that PayPal is just slow right now?

It is possible their site is being glitchy.  But a few days to update the balance on a completed payment is odd.  Perhaps give PayPal CS a call to see if everything is alright:
