Why is it even if i have balance in my paypal account it never lets me pay for things with it. I always have to pay with a card attached to my account. There are times where i would rather pay with the balance instead of my card but it does not allow that. Anybody know how to make that work?

Try selecting balance as your preferred payment method in the Wallet page. After that, try attempting the purchase again and check if it shows your PayPal balance as the funding source. You can always go back and change your preferred method in the Wallet page to something else or change it during checkout when you review your payment just before completing payment.
Kudos & Solved are greatly appreciated. 🙂
