Why is this happening, I was issued a refund immediately from a seller who sent a very expensive item to a wrong address, but PayPal is dragging their feet refunding my money they took in seconds to my credit card. How and why can they take money so fast , but give money back at their leisure? Unacceptable.

Because sellers can't refund from a card, they can only refund via funds in their paypal balance OR a bank account.
If its from a bank account then you have to wait for it to clear through to paypal and as soon as they receive it you are credited.
Advice is voluntary.
