PayPal payment (and order) not getting to seller?

Is anyone else having problems with their order not getting to the seller from PayPal? The last two times that I have ordered an item from a seller and paid for it using PayPal, the seller DOES NOT RECEIVE my order OR my money. The first time it took so long that I eventually ordered the item again using my credit card, only to discover that I then had DUPLICATE orders of engraved jewelry items. Three days ago, I placed an order for seasonal coffee as a gift, and my order is "pending" with PayPal. A call to the seller revealed that my order/money has NOT been sent to them from PayPal, even though PayPal has withdrawn the money from my credit card (it shows on my statement). What is PayPal doing with my money while the order is "pending" and what is taking SOOOO long for my order/money to process to the seller? This is inexcusable, especially this time of year, when items are on sale for a very few hours. When PayPal does not forward my order to the seller, I have no guarantee that my order will be filled before the items I order are out of stock.

The seller maybe using PayPal's Authorization & Capture method.
When you authorize a payment to a seller who accepts PayPal, some sellers may take up to 30 days to complete the transaction. In these instances, your payment may appear as a pending order in your PayPal account. In that case, your authorization of the payment will remain valid until the seller completes the transaction (but no longer than 30 days). If you used a debit or credit card as the payment method, your debit or credit card issuer also may show a pending authorization for a period of time until they release the hold or receive a completed transaction.
Therefore if you make another transaction, you may end up with a duplicate. Contact seller to get an update or let them know you've sent payment first to determine if you even need to make another order.
