PayPal doesn't let me use available balance or withdraw

Hello,

 

Okey first I've tried contacting Paypal support several times in last 7 days but all I got was automated responses, which I have to say sucks.

I'm from Bosnia and Herzegovina, I don't know if that has to do anything so I'll mention it anyway. Last week my credit card expired and I added a new one and cofirmed it as well. Tried finding a way to make it a primary card but since I couldn't I deleted my expired card.

After that I've tried to withdraw funds to my new card but Paypal doesn't even have that option. I just asks me to add my bank account. I don't want to do that. With my last credit card I could do it without any problems, now I can't. Yeah I never could use my available balance in Paypal, so is that because I don't have bank account aded or what? Like right now I have over 100$ in my available balance but I can't  buy even a 5$ item for holidays. This is like a curse, I wanted to use this money to buy some gifts and now it's just sitting there and Paypal doesn't even respond.

 

If anyone know what I can do to solve this issued please help.

Go to the new card, tick the make this primary card box, then hit save.  Then go to the old card to remove.  Then try your purchase again and be sure to select your payment method during checkout.  In your country you can only add US bank so...hope it don't ask you for that.

There is no option to make it a primary card there or anywhere else I've looked. Where you mentioned I can only update my infro about the card and remove it. That's it. That's why I've removed my other card, I thought they atomaticly made the remaining one primary. It hasn't worked so far.
