Does this apply to sending money in order to pay for items over the 0% interst amount (i.e. senidng $600 for payment)?

It applies to whatever you purchased IF the option is presented at time of purchase. You won't know until you are aready to pay.

So it will give me the opiton for 0% interest if I do a money transfer? Or pop up at that time if it's an optoin?

If you meet all of the qualifications at the time you will have the option.
If you don't, then you won't.
You won't know in advance. Even if you do, PayPal may change the funding source to a less risky backup funding. This means you should make sure you have sufficient funds available for backup.
