Pay After Delivery No Longer Offered

Many of the Etsy stores I shop in used to have the "Pay After Delivery" option, and now no longer do. I've called PayPal about it, and they say that the shop would have to make that change in their account to discontinue it. When I ask the shop owners, they claim that they've made no changes. Some who offered it didn't even know what it was. Anyone have any idea why this is?

The option simply comes and goes and may not be available on every purchase.

Etsy has been promoting its own checkout,a customer can pay with Etsy giftcard Paypal,mc,visa,amex etc,the shop does not know which method is used.

Some shops still offer Paypal direct but I have never seen Paypal pay after delivery offered as another stand alone option ?
