Pay after delivery option no longer available

Ive often used PAD on a number of websites including EBay but now the option is never available when checking out even though on my PayPal account PAD is still my preferrd payment method. Wonder why it is suddenly not available at all. Thanks

Its offered by paypal (not the merchants) and you can only use it when they offer it.
