In the past few days I've spent about 350 dollars on mutliple things online and it worked perfectly. Then a day latter, all of a suddon nothing works. I thought nothing of it at first and thought it was a glitch. I would get the message.

Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.
I tried everything, purchased from multiple sites and I get the same answer.
I cant even send money to anyone, and when I try to do anything I will get an error message.
How can I fix this?

Reasons can vary, for example, is your account "verified" ??   Do you have both a bank account and backup funding source (credit card) linked and confirmed ??    If yes, are there any open disputes or claims against you ??

No I have only verified the email and name, but speaking of disputes I am actually filing a dispute against someone

Have this same issue although I haven't been on a spending spree, just trying to buy one thing on Ebay and during checkout, when I try to process the payment, it tells me it couldn't go through to pick another type of payment.  Been a verified paypal member for 17 years, payment is up-to-date and in good standing.  At least one other person posting here had this same issue (which I replied and checked "Me too" to).

Does Paypal even have a prescense here?

After a few purchases PayPal requires identity confirmation with bank account and/or credit card.  You will not be able to make purchases until you complete account verification and have a backup funding source.

Until then you will need to use a different payment type such as credit card.
