Do all purchases with PayPal 99.00 over qualify for the 6 month no pay no interest??

No, PayPal has that option to offer a promotional purchase or not.  Actually, PayPal has the option just to offer payment by PayPal Credit at time of purchase.  There is no guarantee it will be offered for any purchase.
