Okay so after playing ping pong between eBay and PayPal I find out that even though the OPTION is AVAILABLE at checkout, that the transaction can still be converted to a PAY NOW transaction. There is NO warning that the transaction is being changed and you have NO way to correct the issue if it happens to you.
First I called eBay to try to understand what happened and they sent me to PayPal who in turn sent me back to eBay where I again was wallked through the process and since I was logged into PayPal account (via eBay) it was a PayPal issue. After electing to be automatically called after long wait (46-69 minutes) had elapsed and waiting an additional hour I made another call to try to understand this issue. Remembering I have already done the back and forth for the last 3 hours. it took me over 6 hours to get the answer to what happened.
I was informed the option was not available for this transaction (even though I had selected it) and should not have seen the option to begin with. Again there was nothing that could be said to assist in figuring out why the transaction would not qualify for PAD, especially since this transaction type (same seller and products) has been completed as a PAD transaction.
This is a notice to those planning to try out the PAD service provided by PayPal it should be known it is "Use At Your Own Risk" as it is not guaranteed that even though you have selected PAD to make the payment it will process as such.
