Once a buyer has paid to your paypal balance then you can withdraw (as long as its not pending) to any bank account linked to your paypal account by clicking on withdraw funds.
BUT you have NO paypal seller protection for items that are collected, so i would add a note to the invoice you send the buyer asking for cash on collection only.

The buyer pays through PayPal and you have your PayPal account linked to your eBay account. Or you can send a PayPal invoice. But it's best if you do cash and carry if local pick up. If they do use PayPal send a thank you note with some chocolate to the buyer with tracking for seller protection purposes.
