Is using virtual credit card agaisnt paypal TOS ?

I want to add my Neteller virtual credit card into my account and I don't know if using VCC is against paypal TOS

Some cards you won't be able to add, mainly ones that are not visa or mastercard etc.

Be careful when using VCCs and not use it on PayPal to try to cash out the money off it. You can get into a lot of trouble.  It is digital money for purchases as far as PayPal is concerned and that is how it should remain.  You can use the VCC's transfer to bank feature though.
