Error code 3148 Receiver's address is in a non-receivable country or a PayPal zero country

Hello,

So i have an error from the website that is sending me my money, it says 

Error code 3148 Receiver's address is in a non-receivable country or a PayPal zero country

I have an confirmed VISA card and i've checked the page and Albania is with normal functionalities.

My paypal account is fully verified.

You will need to reach out to PayPal customer service then.  Click Contact on bottom of page or Facebook or Twitter them @AskPayPal or send a message through the message center in your PayPal account (click on bell icon, near Log Out button).
