this person sent me an invoice for 215 euro, is he paying me or am I paying him? thanks

Scam.  Do not pay it.  Seller send invoices, not buyers.  If the amount is not showing in your available or pending balance in your PP account right now.  It is a scam.

Chargebacks cannot be declined by PayPal.  That is a ploy to get you not to file one with your card issuer but you can if you funded any payment with card.

In the email I cliked view and pay, does that mean I paid him 215 euros also or not yet?

If you clicked view and pay in the email and actually went through the checkout process at PayPal, then you paid them.  If you did not complete the checkout process where you chose how to fund payment and sent it then you didn't pay.  Also you can check your activity page to see if you have a record of payment and transaction details with -€215.00 deducted from your account to confirm whether you have sent payment.
