I do like to know if when someone sends me an invoice from another country from somewhere in Europe(€), am I able to pay it with a credit card that's linked to my PayPal account?
Also, Am I needed to change the currency if I use/want to pay it with this method as I said above in my first question?

Yes, you should be able to pay with your linked credit card.
If a currency conversion is necessary, you should be given the option to select how to convert your currency, ie. have PayPal or your card issuer do the conversion.
