I was charged $10 cash equivalent transaction fee

I just noticed that BOA credit card has charged me a $10 cash equivalent transaction fee for a purchase that I made on eBay and paid for on Paypal, last week. I often use the PayPal pay my bill but never had this happened before.
I contacted PayPal and sellers, they told me to contact the card issuer, then I contacted my bank and they said i need to ask paypal and it is not their responsibility.
So how can i get help? Does anyone know why I would be charged this fee? And how to avoid being charged?

That's very unusual - have not heard of that happening but unfortunately, there's no way to help unless someone else had a similar incident - as this is a peer to peer, it's not possible to look at user account info through this public forum. (One would think that between eBay, PayPal and your bank someone would have the answer.) Can you find anything in you transaction details that may provide a clue ??

Yes, I asked my credit card issuer they said I pay with "wire transfer money order" led me to be charged $10, but I did not get any tips before payment, I think Paypal and eBay seller are responsible for this.
