I sent money to the wrong person and want a refund but paypal isn't helping me

I sent $260 to the wrong email address on paypal. I am trying to get my money back but it seems customer service is lousy and unhelpful. And this unhelpfulness from paypal and taking forever to respond and update statuses of claims then making it impossible to further pursue the person to get my money back. I sent it as a gift to pay for goods through the friends and family. Everytime i try and make a claim paypal tells me there's an error.
