I can't send money

When I try to send money I see this warning: 

"We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer service."

Why does it happen and how can I solve this?

I guess it is not, do I have to verify to make a transaction?
