Is it happening with anybody you try to send money to, or just this one person?

I would try it in "Incognito Mode" or whatever private mode your browser has.  This would eliminate the use of cache / cookies which could help solve the problem.

Is your account verified?  Is the receiver account verified?  Is it happening with everybody you send to or just the one person?

Need to call up PayPal to speak with customer service.  You can usually send some money even if you are unverified but up to a certain amount.  How much you trying to send?
