I pay my rent with PayPal, I recently sent a payment in a low service area and came across some issues. PayPal said the transaction was suspicious and sent me a text to confirm it I said it was a fine transaction and thought I was solid. But I got the text an additional time. I checked my bank account under the idea the funds would be taken immediately, and when I saw I had the funds still I sent another payment thinking my lack of service caused a hiccup. Now I have sent two payments and do not have the funds for the second payment. What exactly will happen and what can I do?

can you cancel the second payment?
or make a sto[p payment with your bank, but would cost you fee.
do nothing, and eat NSF fee twice.
when first attempt fails,Paypal will wait 2 days adn try again, hence twice NSF

Is the recipient going to receive both payments? If he does can he send me back the initial payment and have the issue solved that way?

Once the debit transaction gets into ACH,no one can cancel it,not you,not Paypal not Paypal bank which sent it out
