Help Paypal is holding my money hostage.

I have a VERIFIED paypal account and VERIFIED cards and bank. I have money in my account. I have tried to withdraw the money to my debit cards, bank, tried paying invoices, things online, and EVERY time I get some type of error saying this cant be completed at this time. It is ridiculous! I have sent many emails and they keep giving me the same troubleshooting techniques which NEVER work and will not fix it. 

Can someone PLEASE help me get my money out?  I need to pay bills with this money.

Are the funds in your paypal balance cleared and not pending?

Are the funds in your paypal account in your countries currency?

Yes they have cleared and are in my account. And yes they are in my countries currency. There really is no reason for them to not let me get my money out. I used to use paypal all the time with not any issues but started using it again recently and NOTHING works. They wont give me my money! Its ridiculous. And they will not help.

Have you tried sending the to a mate or family member using the friends / family option and then they can withdraw it for you and give you the cash?

Only my mom has a paypal account and whenever I went to send money to her account it said "sorry we are having issues with this function at the moment, please try again later?. Its been like that for over a week. They always give me SOME error saying their having technical issues.

the name on this account should be Norman R Lenz    not Ann L Lenz   How do I change it?   they have had my money for months!  and I recently won $1000.00 from Chumba Casino which I am trying to transfer to my bank
