A friend wanted to pay me via PayPal, so I sent her the “Paypal.me” link. I noticed I got charged a fee and asked her why she didn’t make the right designation and she said there was no option provided! Is that true?

I also asked PayPal to help and I only got a form letter with irrelevant solutions and that if that didn’t help, to contact them again...what a hassle it is to get help with this!

When you use PayPal.Me, if you don't have your request set for the right option, then the sender has no choice. As the user of a PayPal.Me account, if you have a Business Account - the only option is "Goods and Services" which in turn are fees. If you have a Personal Account, then it's up to you as to either request "Friends and Family" (no fee) or "Goods and Services" (fees apply). As we have no clue as to what your setup was - we can only provide the options and results.
