Just wondering why I am paying a fee when transferring money to a friend when I am using the balance in my account and a linked account?

she lives in the US too and I looked at the fee schedule and it says it should be free

I'm not sure if she has a pay pal account though. Maybe I get charged a fee if the other person doesn't have an account?

You indicated that you are using "the balance in my account and a linked account" - is the "linked account" a credit card?   If a credit card is used for funding - there is a fee.   As for your friend (the receiver), there's no charge to them.
