I'm confused about the fees.

I just set up my account and did a test invoice for $1.00.

I received $0.67 for my purchase, so I understand there's the $0.30 invoicing fee and the 2.9% processing fee.

Does that mean that the fee's on a $13,700.00 transaction are going to be $397.60.00?

Yes, if it's for a purchse where purchase price is in US$ and it is domestic.

Just be aware that PayPal can flag unusual activity to the extent of unexpectedly limiting or closing your account if the perceived risk is too high.
