I have money in my paypal balance. I'm trying to send it to someone but they want me to confirm my phone number and i'm in poland so can't use my phone only whatsapp. I do have my emailed verified too but that option isbt coming up
Paypal is country specific so if you use a country specific paypal account in another country then paypal security will kick in and want to verify its really you.
They can only do that via your paypal linked phone.
