Cannot send to family member using available balance

Hi there. To my knowledge, I do not have a limit on my account. I am trying to send money to my sister's paypal account, so she can move it to her own bank. I have an available balance, but when I go to the screen to choose which source of money to send, it says I have a paypal balance of 0. This has never happened before. Am I doing something wrong?

Are the funds in your paypal balance clear and not pending?

Are the funds in your paypal balance in the correct currency?

Which option are you using to send the funds?
