Cannot send payment..

I currently cannot pay any merchants or sellers any money as I'm prompted with the error, "Your purchase could not be completed at this time."

I have 2 open cases in the resolution center but they are already resolved, and PayPal hasn't closed them.

I also haven't spent or received over 100 dollars in money on PayPal, I have a verified phone number, and a credit card linked to my account.

If anyone knows a possible fix to this, any help is appreciated.
