Cannot Make Purchases

I am trying to use my paypal to pay for an on line purchase, which I have done many times before and it keeps giving me the message that the payment cannot be completed at this time and redirects me to the merchant.  What is going on?

Do you have a credit card linked and confirmed or just a bank account or is your account "unverified" ??

I have a verified bank account and a credit card attached to my account.
