Welcome to the PayPal Community! I'm sorry to hear there may be a problem with a refund. Here's some information that may help!
To check the status of a payment, please log on to your PayPal account and check the original transaction in your Activity. Click on the transaction to display the Details Page. If the status says Refunded or Reversed, then you received a refund. If it says Completed, then the seller hasn't issued a refund.
If the original payment was funded by a credit or debit card, any refund would be sent back to the card and it could take up to 30 days for your card issuer to post a credit on your statement. If the original payment was funded by a PayPal account Balance or a bank account, any refund would be deposited into your PayPal account Balance.
If needed, you could open a Non Receipt dispute and then escalate the dispute to a claim. Once a dispute is escalated to a claim, PayPal would ask the seller for confirmation that the merchandise was shipped to you. If the seller can't provide confirmation (usually a tracking number), then PayPal would issue a refund.
