Can't send Cash after verification of account, and cant view my sending limit

I created my paypal account today and after doing a couple transactions, about 1400~ USD of transactions, I was met with "we annot process your payment right now, please return to merchant and choose an other payment method." I then checked my sending limit and it was 0, makes sense, so I verified my account, but it still didn't let me send any amounts, so I clicked view limits and it just refreshes the home screen instead of actually taking me to my limits page.

So you're fully verified with bank account and credit card now? Do you have any other requests for info like ID documentation or anything like that showing up?

Try clearing your browser cache / cookies and see if that helps.
