Can't receive the Card verification code

I linked my mastercard to my PayPal account but didn't receive the verification code, and a $1.95 charge was debited from my card. I asked for a resend of the verification code and was charged $1.95 for the second time but didn't receive the code up to now. And the transaction is now 2 days or older. I will be grateful to have my issue addressed. Thank you!
