Buyer didn't pay invoice, and it seems he doesn't want to pay!

Hello,
I am a freelance software engineer, I offer my services online, and I work with people from different countries.
The issue is that I worked for a buyer and offered him my services, I finished the job and I sent him an invoice, however he is not replying to my emails nor that he paid me, but I am seriously not sure if he doesn't want to pay or he is just busy or maybe something happened to him.
I believe he is a trust worthy, because I worked with him before and already paid me like 4 times, however this time I am not hearing from him at all, so my question is: Is it possible to get my payment if he doesn't pay?
If the answer to my question is yes, then how can I force him to pay, or report him?
If no, then what can I do?

Sorry no, with paypal buyers are supposed to pay before you provide goods / services.
Advice is voluntary.

Ok thanks, can at least I report him, so he gets a penalty or something? Or is this not possible?
