Blocking non US Dollar currency payments, but they're still going through.

Under Payment Receiving Preferences, under the setting "Allow payments sent to me in a currency I do not hold:"  I have the following checked: "No, deny the payments"

 

I recently received a payment from someone with an Asian name with Asian lettering, but with a confirmed shipping address located in the US - Portland, Oregon.  The reason why I think it was paid in foreign currency is because I was charged the higher paypal fee of 4.4% instead of the normal 2.9%. 

 

So, if there's no other hoop I have to jump through, and the transaction was in fact paid in non US Dollars, why did paypal not block this payment?

I just double checked my "Manage Currencies" page and I have US Dollar (Primary) as the only one listed.

 

I can't find any reason why the foreign currancy payment would have gone through.

so now you have 2 balances?one is US currency and one is foreign currency?

what is that currency?

You're only blocking currency, not where the accounts are from.  

 

Go back to that settings page to block users with non-us accts.

 

And you were charged the cross border rate because the sender acct is a foreign acct even if you received payment in USD.  Click on the classic view link on the transaction details and you will see in bold text, Non-US Verified, in parentheses.

I had that setting checked.

 

"Block payments from users who:"  and I have the following checked: "Have non-U.S. PayPal accounts" and "Block non-U.S. shipping addresses"
