After two years, still no item

In 2015, I asked someone to make an item for me that costed over $400. In 2016 of September, the merchant said due to "medical" reasons, the merchant was unable to complete my item and said that she would refund me. I tried contacting the merchant via Facebook, twitter, emails, anything I can, but the merchant ignores me. Since this is way past PayPal's buyer protection policy, Paypal asked me to call my bank and they have some sort of 60 day protection policy so they were of no help. Is there any other to get my money back? Contacting the merchant doesn't seem to help, since I'm being ignored now. Thanks for any help!

call your cc issuer if you have used a credit card,
but really,you should not wait that long
