You don't NEED to verify, PayPal will just continuously ask you to do so 😛
However, if printing UPS shipping labels, you DO need to ver verified. That is a UPS restriction, as I've noticed USPS doesn't require that. If I remember correctly accepting website payments also requires to have a confirmed bank account (verified)

Unfortunately at some stage you DO need to verify.
